Executive Summary

Welcome to “WHAT MATTERS,” a Princeton Foundation for Peace and Learning video-series. In this series of interviews and panel discussions, we discuss various social issues and solutions thereof with the Global experts in the fields of women empowerment, education, healthcare, and world peace. In our inaugural episode, we welcome Ambassador Bisaria to discuss his recently published book, “Anger Management,” which sheds light on the complex diplomatic relationship between India and Pakistan. The book offers an analysis of the challenges and opportunities for peace in the region and offers pragmatic solutions for fostering dialogue and cooperation.

Ambassador Bisaria begins by describing his book, “Anger Management,” as a comprehensive exploration of the India-Pakistan diplomatic relationship over the past 76 years. The book delves into the intense emotions, particularly anger, that have shaped interactions between the two nations since their independence in 1947. Key themes include the impact of partition, territorial disputes, and the persistent threat of terrorism.

Cyclicality in Diplomatic Relations

Ambassador Bisaria highlights the cyclical nature of India-Pakistan relations, likening it to a game of “snakes and ladders.” Periods of progress are often followed by significant setbacks, typically triggered by terrorist attacks or political changes. His book examines these cycles to identify trends and potential opportunities for diplomatic engagement during more favorable times.

The Role of Diplomats in Hostile Relationships

The book provides a detailed account of the role of diplomats in managing adversarial relationships. Ambassador Bisaria emphasizes that despite structural constraints and historical animosities, there is always room for creative diplomacy and leadership. The book draws on his personal experiences as well as those of his predecessors to illustrate the challenges and possibilities in diplomatic efforts.

Historical and Contemporary Issues in India-Pakistan Relations

Ambassador Bisaria underscores the importance of understanding the historical context of India-Pakistan relations. He argues that a deeper comprehension of the events leading up to and following partition, as well as the ongoing territorial and security disputes, is essential for promoting peace and stability in the region.

Ambassador Bisaria believes that effective leadership and diplomatic strategies can navigate the complexities of India-Pakistan relations. He advocates for a dual approach: maintaining a firm stance on issues like terrorism while also engaging in dialogue with Pakistani authorities, including the military, to explore potential avenues for cooperation and conflict resolution.

Broader Applications in International Relations

A central theme of “Anger Management” is the importance of managing emotions and perceptions in diplomatic relationships. Ambassador Bisaria suggests that this principle can be applied more broadly to promote peaceful coexistence and cooperation among nations. He emphasizes the need for diplomats to focus on long-term interests rather than being swayed by immediate crises or election cycles.

Drawing parallels with other international conflicts, Ambassador Bisaria highlights the potential for adversarial relationships to evolve into cooperative ones through sustained diplomatic efforts. He cites the example of France and Germany, once bitter enemies, now close allies within the European Union, as a model for India and Pakistan to aspire to.

Recommendations for Policymakers and Diplomats

Ambassador Bisaria provides specific recommendations for policymakers and diplomats working on India-Pakistan relations. He advises maintaining open channels of communication, particularly with the Pakistani military, and focusing on achievable short-term goals while addressing long-term issues. He also stresses the importance of having multiple policies tailored to different aspects of the relationship, including government-to-government, people-to-people, and business-to-business diplomacy.

Recognizing the significant youth populations in both India and Pakistan, Ambassador Bisaria advocates for engaging young people in dialogue and leveraging social media to foster mutual understanding. He believes that younger generations, less burdened by historical grievances, are more open to creative solutions and peaceful coexistence.

Conclusion

Ambassador Bisaria concludes with a call for new approaches and fresh perspectives in India-Pakistan relations. He expresses cautious optimism for the future, particularly with the potential for new governments to bring renewed energy and innovative ideas to the table. Through his book and his broader efforts, he hopes to provoke meaningful discussions and contribute to lasting peace and stability in the region.
